These tenants never put back their trash and recycling bins. The sidewalk is narrow and the road busy. I sometimes have to take my dog into busy 3rd St. to get around the bins. Problem is at 411 3rd St. and has been an ongoing problem.

I've been emailing for a year now about the fact that I am being billed for a medium garbage can but actually have a small one. Perhaps this method will work better.
