Abandoned vehicle. Flat tires, old plates, has been sitting in the same spot for at least a year.

I would have taken a pic of the plates for you, but it's a string of cars that park there and the car behind this one is literally pushed up against the other car, so the plate cannot be seen. At least the first three (there are usually four cars) have been sitting in the same spot for at least a year. Debris is all around the vehicles because a street sweeper cannot clean there, and grass is growing under the vehicle(s).
There is an orange truck that has been broke down for a week in my road, right outside my house, in my extra parking spot on the street. Not my truck
For several months, there have been 2 vehicles parked in the street at 508 Harvey Dr., one has no tags the other has 2019 tags. If I read the code properly, this is a violation and should have been resolved long before now. There is also a vehicle parked in the driveway with multiple flat tires that I am suspicious of as also not being properly plated which should also be a violation if it is not. A separate issue is, the address also has a refrigerator and a chest freezer stored outside. Is this also a safety hazard and provides an opportunity for child entrapment? Thank you.
According to municipal code 15.04.020, part 6 I believe that the red vehicle located in the driveway of the property qualifies as an abandoned vehicle. It has been there since February 12, after officers chased the driver into the driveway (see picture). It was partially dismantled soon after and has remained in inoperable condition since that time. As I have witnessed multiple officers approach the house since the time that the car was abandonded, I am not going to approach the house to ask them to remove it. I request that the vehicle be towed. Thanks.
