This light has been on and off for sometime now. It is dark outside early in the morning and we would appreciate it very much if the light could be fixed to be on when it is dark out

I often find that this light is red for traffic on 3rd street, with many cars stopped and waiting most times I cross this intersection. There is much more traffic on 3rd street than Woodscrest and Hillsdale. It has often led me to believe that the light might be mistimed, biassed towards the traffic crossing 3rd street.
I am not at all sure that it is indeed mistimed, but it seems like it, and might be worth checking if there is a way to assess that issue. (I don't know how street light timing is optimized)

The street light on the corner of West 7th Street and maple has been out since the storm last month. It is still not fixed and there have been bicycle thefts from the house by that corner during the time the light has been out because it is very dark.
