Utility Box at 1st and Walnut. Is this a new / replacement box? Or were the beautiful images painted by a visiting Cuban artist defaced ot vandalized beyond repair?

Rogers & Country Club light: 2 situations affect me and 1 doesn't. I don't know what's going on on the sides of the intersection I'm not on, so maybe it's more than these 3 issues. I'm there around 7:50 am on weekdays. There is a long line of backed up eastbound traffic, probably 3-4 light cycles to get through. It doesn't affect me. These next two affect me. Around 7:45 - 8:00 am (maybe earlier) there has begun to be long backed up northbound traffic. I'm guessing it's related to Gordon Pike closure as the back-up just restarted this week with this new closure of Gordon (it was an issue with the former closure but has been MUCH better with Gordon Pike opening). I'd guess it's 3-4 light cycles to get through but I'm turning west so I can get into the left-turn lane within 1 - 2 cycles. Third situation is how backed up eastbound is at 5:15-5:30 pm (maybe later, too) on weekdays. It takes about 4 light cycles to get to the green light.
the traffic light at the corner of 2nd street and high street needs fixing. the turn arrow going south (coming from the east) always engages, even with no cars in the turn lane. and it stays for a long time. this has happened several times in the past.
The walk light on the northeast corner of 7th and Walnut is out.
Traffic light at 10th and Union gives Union Street 50 seconds of green light time when it always has lighter traffic loads than Tenth Street. 10th Street East and West receives 20 seconds of green light time....opposite setup compared to what street car volumes are. Light needs to be the opposite timing of what it is currently
Looked like the left turn bulb that faces west at 3rd and Smith was out last night. So turning from eastbound 3rd to n Smith

South-bound on Rogers at 2nd St, no cars in left-turn to east-bound lane but green arrow activated. (There were cars in northbound left turn to west-bound and they appropriately had green arrow.)
Asking if you could look at the timing of the light at Patterson and Adams. I drive home from work between midnight and 2, heading northwest on Patterson toward 3rd, and the light is changing to red just seconds after the light at 2nd street turns green. With so little cross traffic that time of day, I'm wondering why it just doesn't trip on demand anymore like it used to?
