Light at W 3rd and North exit 37 is out

All Traffic lights out at intersection of 37 North exist and 3rd street.
Traffic light outage. Westbound and eastbound 3rd St. Intersection for on-ramp for HWY 37z
Lights is blinking only red
Light changes when there is nobody on Kimble Dr or at the exit to Harbour Freight. Light holds forever when nobody is there.
Traffic light works, but then stops & starts flashing yellow going east & west. Landmark turning East or west gets flashing red.
See uReport 177401. Left turn arrow on northbound N Jordan Ave onto westbound 10th St still gets activated with no traffic in lane. Prevents me from getting to my parking spot as I come in southbound on Jordan. :)
Lights out st 3rd and Rogers
This isn't about a traffic LIGHT, but street SIGN at 1st and Ballantine is askew. Has been this way for months and months.
I tried to call 812.349.3400 but got no answer. Thus, I used this form. I just wanted to report a possible glitch that may be happening in the traffic light at Covenanter and S. College Mall Rd. When I approached the light, traveling east on Covenanter, the light was flashing red. I assumed all lights were flashing red and treated it as a 4 way stop. A car on the other side approached the intersection as well. They also stopped. At the time no cars were coming down College Mall. They turned left (south) onto College Mall. I turned left (north) onto College Mall. Just after I turned vehicles were coming up behind me on College Mall, heading north without stopping at the intersection. I looked in my rearview mirror and the light for those on College Mall was green. This is a very dangerous situation as those of us on Covenanter had red flashing lights versus solid red lights. I turned up the road and returned to Covenanter to view the light cycle a few minutes later. The glitch appeared to go away and the traffic light seemed to be functioning properly again. However, it may be worth assessing to prevent possible collisions in the future.
