West bound traffic on Country Club, at the intersection of Rogers, has to wait for invisible cars in the North bound turn lane of the East bound Country Club traffic. This is my 2nd report ( maybe 3rd) for this condition. I'm a regular traveler on Country Club and I see that the turn light gets activated 100% of the time, regardless of cars being present or not. Light at country club and Rogers no working for eastbound.

Eastbound Country Club left turn arrow onto north Rogers cycles green every time regardless if there are cars.

Southbound Rogers left turn lane had six cars waiting at red and never got a green arrow to turn on Country Club east. Northbound Rogers got a green left arrow with no cars turning. Only four of the six cars were able to make the left turn that cycle.
