This photo was taken on April 28, 2025, before 10 pm. It is a photograph of one of the lights on the east side of the house, on the porch. The light is completely unshielded, glaring, very bright, with light trespass onto the neighboring property. The photo of the light was taken from inside the neighboring house to the south/ The light trespass onto this neighboring property from 2104 Woodstock place was measured by someone from the city, and confirmed, years ago. This is an ongoing problem. It is a disruptive nuisance. Please enforce the municipal code. These are the violations of the municipal code by the owners of 2104 Woodstock place:

House is empty. exterior lights. violation of municipal code, on 24/7 now. Nuisance lights on exterior east side. There are multiple owners of this property, apparently not all are notified?

House is lit up like a motel 6 in Las Vegas including unshielded lights in violation of city code.

Ticket #193611, was closed on, 10/8/2024 14:20:49 by Christina Smith.
However, per the information below, the work has not been completed.
My question is, how can a situation be closed, when nothing was done to fix the problem. The lights have not been relocated.
The new lights will be relocated along the trail between Hawthorne and Weatherstone.

Ms Stubbs, The two pedestrian style lights will be relocated along the new trail between Hawthorne and Weatherstone as they were mistakenly installed in the wrong location by Duke Energy. The LED lighting fixture mounted on the existing wooden pole will remain in the same location. Please let me know if this light is too bright by emailing me at smithc@bloominton.in.gov.

The light at Rockport and Tapp is severely mis-timed. The issue seems to be recent. It is green far too long for the Rockport travelers and red far too long for the Tapp travelers. This is causing un-necessary backups on Tapp Rd. In the middle of the day, with very little traffic, cars still aren't all making it thru the light. During busier times, its backing up even longer, and for no logical reason, as the traffic on Rockport is very light

Recently installed lighting fixture on the south side of this house is unshielded with the lighting element completely visible and unshielded, causing glare and light trespass on neighboring property.
This light has been on for over 48 hours now, and after dark is disruptive.
This violates city code.

Light on south side of house facing neighboring property is completely unshielded, with lighting element completely visible causing glare and light trespass on neighboring property. It is left on all night, and illuminates neighboring property even through room darkening curtains.
This is in violation of city code:
(5) Glare. All lighting fixtures shall be installed so as not to cause glare at or beyond the property line and shall not be aimed toward traffic. (A) Shielding. i. All lighting fixtures, except motion detector-activated lighting, shall be fully shielded so that the lighting element is not visible to an observer at any property line, except as stated otherwise in this Section 20.04.090 (Outdoor Lighting). ii. Unless otherwise specified, all lighting fixtures shall be full cutoff type as installed. iii. A lighting fixture may beam light upward only if all upward light is reflected back down by a canopy, roof, or other such structure.
Please ticket and enforce.
Also full trash cans are left out all week.

Multiple unshielded lights causing glare and trespass, left on around the clock. This is an ongoing problem, now there is an additional light. East and south side of the house causing light trespass

There is a nuisance light in a box attached to pole 814 6521 on Morton Street in the narrow greenway between the B-line and Morton, opposite the driveway to the all red house next to the Bloomington Center for Connection.
It creates glare all over the neighborhood and directly into my house. It is not part of the street light system. I have photos on my phone but don't know how to attach them to this file. I believe it should come down. Thank you.
