Vehicle parked on Third just west of Woodlawn blocking bike lane. I (a pedestrian) observed a cyclist dodge out of the bike lane into the traffic lane to avoid collision. Please enforce these problems before a cyclist gets hurt.

Not really a problem, but maybe an improvement to a situation. I remember, while visiting Rehobooth, Va. That the parking meters had an available app. that I loaded on to my I phone. I was able to pay my parking meter via a credit card I had registered with a third party through my iPhone. The program even sent me a txt message when the meter timer was running low and asked if I wished to continue billing my credit card. I think Bloomington would benefit by this next step. Thank you. Near 412 w. 4th street is a meter someone has abandoned their bike for nearly a month with a flat tire. They've hung their bike around the meter but you could easily just remove it. Could this bike please be taken as it obviously has been abandoned and should not be attached to a meter anyway.
