Vehicle parked on Third just west of Woodlawn blocking bike lane. I (a pedestrian) observed a cyclist dodge out of the bike lane into the traffic lane to avoid collision. Please enforce these problems before a cyclist gets hurt.

There is a car parked in an alleyway between South Jefferson and South Bryan Avenue, between 3rd street and 4th street, blocking the main entrance/exit of the homes in that block.

Hi! I'm trying to park in zone 7699 and Park Mobile won't let me start a session, saying there is a network error (not just me, others have same error in app). I don't have change and must go to appointment. Can I appeal successfully if I am ticketed? Thanks!
