There is no clean up enforcement that can be taken on behalf of the surrounding property owners whose property values suffer when blight like this seem to be enabled? by lack of proper regulation or enforcement?

This Washington and Grimes street light that was recently repaired is obscenely bright. The cool LED is a migraine trigger for at least one resident, and the brightness is disruptive to local wildlife. Replace with a warm colored light with minimum required lumens for street safety.
