Hello - I am reporting a noise violation that I have previously reported to the City. I do not want to burden the police department with this, as I believe it can be worked out in a reasonable manner.
The Royal Toyota South car lot on Walnut is a noise violation according to City Ordinances.
I first reported this problem in December 2017 (Ureport Case #162088). The case is marked as "resolved" although the phone continues to ring just as loud and just as frequently to this day.
Since that time, I have determined the City simply does not care. Business with multiple locations and money in town, versus lowly homeowner. I decided to report it again today because the phone has been ringing quite a bit lately.
A review of City Ordinance 14.09.040 does not show this as a valid exemption. Under 14.09.030(c)(4) a loudspeaker is a prohibited noise. Also, I have heard this phone ring between the hours of 9pm and 7am previously which "is prima facie evidence of a violation of this section."
The car lot has previously acknowledged to the City that this is their phone ringing.
I simply want to be afforded the quiet enjoyment of my home and my property free from this incessant noise violation. I am roughly 2,000 feet from this car lot. I also know this is heard on the golf course at the Country Club, more than 3,000 feet from the car lot.
The City is allowing one perpetrator to cast a very wide net of annoyance to local residents through a repeated noise violation. Please help those of us on the south side by putting an end to this violation of City ordinances. Thank you.

Scooters, Bike-share and Related Issues

since they recently appeared downtown, scooters keep being parked anywhere, many times blocking the sidewalk. (For example, like in the attached picture from Grant street).
The companies profiting from these scooters should provide appropriate parking racks.
The usage of the scooters should be more clearly regulated too. They are used on sidewalks at very high speeds.

The intersection at W Isaac Drive and S Westplex Ave is now unmarked for traffic northbound and southbound on S Westplex Ave. Now that S Westplex is open from Third S to the south, northbound and southbound traffic has increased and moving fast for the neighborhood.

The pedestrian light at 10th and Fee Lane that allows people to walk across at Fee Lane is not working. Stood there for 3 turns watching cars go by, when I could normally cross the street. Had to run across on a red when there were no cars around. I can see a lot of pedestrians/students crossing illegally at this busy intersection today and messing up the flow of traffic.

A semi truck pulling an excavator ran over the stop sign in front of my house and teared up my yard and tree in the process. The name of the company pulling the trailer was HTI and the truck number was 1228, the license plate was covered.
Water Utility Billing Problems

I have attempted to pay my water bill online two separate times now and the system will not approve my purchase.
I have tried completing the payment on two separate occasions (10/08/18 and 10/15/18) and I have tried with different credit cards. I still haven't been able to complete the payment.

Late model car parked in yellow zone on Maple at W 7th. Makes it impossible for two cars to go through at once. Also limits visibility for cars going North on Maple. This is also a place where a school bus turns every day. Car parks here all the time. Behind this car is a motorcycle under a tarp that has been parked for at least six months.

I would like to understand what behavior would indicate that a streetlight is starting to fail. The streetlight at this location is sometimes working properly (i.e., full brightness) when it's dark, off when it's light/bright during the day, and then there are times where the light is only at ~25% brightness, or it goes completely dark during the night time ... which, to me, defeats the purpose of having the streetlight in the first place. I'm not sure if that's considered normal operation or if that means it's starting to have problems.
The neighbors whose homes are in front of this streetlight are worried whether it's working properly. More important, they are concerned and don't feel safe when they go out at night and the streetlight is "off".
I don't know if this indicates a problem, so wanted to ask to have it looked into, as appropriate.
