South Walnut and Hillside traffic light malfunctioning.

South Walnut and Miller traffic lights aren't set right since they adjusted them three weeks ago. Miller goes green when there are no cars and Walnut remains red for 30 seconds. And 30 seconds is too long for Miller to be green. There are typically only 3-4 cars waiting to turn on Walnut.

At the urging of our neighbor the city removed a tree from our property (in the front easement) as it had signs of the ash borer. Many other trees in our neighborhood have been removed for the same reason but replaced almost immediately. We have waited since April 27, 2017 for stump grinding and a replacement. We had our landlord come and check out the house and they didnt find any leaks. We’ve been gone all month so there’s no way we could’ve used that much water. What can we do to ensure that we don’t have to pay a huge bill for water we couldn’t have used? Thanks
