Neighbors at 1650 have trash everywhere in their front yard and back yard. Its constantly blowing into my yard.

Neighbors leaving trash in bags on ground in front and back yard, animals get into them, debris flies into my yard. Constantly.
Recieved an email saying there WAS NO ISSUE AT THIS TIME. BULLSHIT, DID YOU EVEN LOOK? I am looking at literally PILES of garbage on their back porch, and loose bags of garbage in their front yard next to their city refuse cans. FINE THEM. THEY ARE ALWAYS DOING THIS, THAT IS NOT AN EXAGGERATION. I LITERALLY PICK THEIR GARBAGE OUT OF MY YARD EVERY DAY.
Trash bag left open/on the ground on neighbors back porch. I'm literally trying to sell my property and don't need their actual garbage blowing into my lawn. Picked 5 pieces of trash out of my lawn yesterday morning, this is ridiculous.
1419 W 8th St.; clutter/trash on front porch is permanent, lawn debris remaining from last summer.
Can the City not require the Indiana Railroad to install some type of flashing light, larger warning sign or something to help prevent this from happening? There has been an increasing amount of trucks hitting this bridge, at least 6 in the past year that I'm aware of.
People absolutely FLY down our road (west 8th). Multiple family pets have been hit and kids are always trying to play outside but have to worry about cars not paying attention. Speed bumps need to be put in.

The tree in question is located on city land outside of my property boundary at 1301 W. 8th Street in Bloomington. The broken limb is specifically situated at the intersection of Adams Street and 8th Street, where there is a significant amount of pedestrian traffic. The footpath visible in the attached picture is frequently used by pedestrians crossing from the sidewalk on Adams Street onto 8th Street. The presence of the broken tree limb in this area creates a potential safety hazard for pedestrians. Additionally, there is a slight concern that the broken limb obstructs the view of the Adams Street bridge for drivers turning right onto Adams Street from Fountain. This obstruction may affect the visibility of oncoming traffic, potentially leading to traffic incidents or delays. I kindly request that the relevant department of Bloomington takes immediate action to address this issue. It is crucial to ensure the safety of pedestrians and motorists in the area by removing the broken tree limb and conducting any necessary tree maintenance or inspection. Hey guys - I know you guys have a busy night but its 9pm and the plows haven't touched this part of the street yet. They usually hit it when they do 8th. I'm at work now and I'm a little worried I won't be able to make it when I get home.
The street hasn't been plowed and I need to get to work. I cannot drive on the street because the snow is too deep.
