Homeless have created several camping areas on the creek bed betw bypass 46 and cascades park. this creek is the sewage line. garbage includes tents, vacuum cleaners, ottomans, clothes, camping gear, toiletries, various other goods and products.

This graffiti is either an unpermitted public art display under the city's public art approval process or a violation of the city's sign ordinance. No matter the message, the city needs to insist that private property owners remove or cover graffiti as soon as possible to discourage future vandalism and prevent an intimidating downtown atmosphere. The city regularly requires private property owners to address unsightly items such as accumulated trash and unmowed lawns. Graffiti should be treated no differently.
