yard waste has been sitting in huge pile in front of house for over a month

I left yard waste recycling for pick up on Dec 21 the scheduled day for my address. Not picked up. I have called sanitation dept twice with no returned call. Yard waste is still not picked up. I expect the services I pay taxes for. At least an acknowledgment
