What does it mean when a HAND report says "Will monitor"? Specifically, how long does the office wait until an actual fine is assessed? For example, see case #183713. Parker will not keep the lawns cut unless someone pesters them about it.

The grass at 3522 E. Morningside Drive is really high. There is no one that lives there so if you post a notice on the door about grass/weed violation it most likely will not get seen. I believe the owner lives out of state. So how is this going to get resolved. The grass is high and unsightly.

Hi Folks, Recently I reported that a neighbor of mine had not been cutting his grass (he lives at 2227 Laurelwood Drive). Someone from your office put a note on his door, and within a couple days the grass was cut. Thank you! However, this weekend I received the written warning from the city! (I live at 460 Laurelwood Drive...funny numbering in this subdivision). My grass is always well-kept, so I think someone just got confused. The form said this warning was issued by #208. Just know that the person at 2227 Laurelwood Drive did not get the warning, and it would be great to remove the warning from my records. Thanks so much! Dan Woodside

Had an individual call the Mayors office the past two days concerned about the excessive growth located near Westplex and 3rd South, west corner. Wanted me to reopen his prior uReport with the number 189088, but am not able to so I am filing a new one. He said that he has also seen homeless individuals in this area.

Previous post closed without being fixed. There is excessive growth/weeds coming out of the street between sidewalks and road itself making our city look trashy and not maintained. Incident was closed bc “they wernt blocking sidewalk.” That is irrelevant. I would like to know who closed the last complaint. Tax paying citizens are paying for the streets and sidewalks to be maintained.

The mailbox post that is shared between myself and two other household (renting from same person) is so rusted that it no longer seems safe. Should the landlord of the two other homes be notified? Who is in charge of replacing it, and how can this be done? It seems that if the very rusty pole is removed, how will the new one be installed? Further up the street, people installed mailbox posts in large buckets of concrete. Does the city really want this? By the way, the property where the post is installed belongs to my neighbors - whose mailbox is on Guy street. I appreciate your help with this matter. Dana

I have a large and growing homeless encampment behind my home at 2431 S. Bryan Street as documented in the photo above. In the fall of 2022, this property (located to the west of the B-Line trail, between the B-Line and S. Bryan Street/S. Camden Drive) became the site for a homeless encampment. Initially, it was a couple of tents and tarps. However, gradually it has gotten much larger, including several more tents and many old tires, several shopping charts, and numerous pallets. Surrounding the camp on all sides is a large and growing volume of scattered garbage and debris. Earlier this month, camp inhabitants started parking a car on the property on a makeshift driveway off S. Camden Drive. The campers are also collecting and storing firewood in shopping carts. Several times a week, there are fires in the woods. I live at 2431 S. Bryan. The encampment was initially 125-150 feet from my home. However, over the last few days, a tent has appeared approximately 25 feet from the property line. Next week, my 26-year-old daughter will be staying alone in my house. With the growth of the homeless encampment, I am very concerned about her safety. Last fall, when she was also here alone, a man who appeared to be homeless tried to force his way into the house. In my view, a growing encampment that is moving very close to my house is an unacceptable safety concern. Obviously, this is a zoning violation. But it is creating conditions that increase the likelihood of crime, as the people living in the homeless encampment lack the basics of shelter, plumbing, and food security. Within the last week, two ”Private Property, Keep Out” signs have been posted along the B-Line trail in areas immediately adjacent to the encampments. It is unclear, however, who put these signs up, as the inhabitants may be trying to limit the size of their camp. The encampment is on Parcel # 53-08-09-300-045.000-009 in Bloomington. According to public records, the owner of the property is Cmdr 2 LLC. The address for the homeless encampment is listed as “S Walnut St, Bloomington, 47401.” It appears to have been part of a larger land parcel that was divided by B-Line trail. The address for Cmdr 2 LLC is listed as 3115 S Highway 37 Bloomington, In 47401. But per the Secretary of State's office, the address is 3535 Spring Branch Road, Bloomington, IN, 47401, USA. The registered agent is Michele Jones, 9389 Rockwood Court, Noblesville, IN, 46060. This can be resolved either by the City of Bloomington enforcing its zoning laws or by the owners of the parcel filing a complaint of criminal trespass. Hello! I want to report that there is a lot of poison ivy at the NW corner of S Grant and E Allen St, 47401. This is right along the edge of the street on S Grant. We live at 909 S Grant, just up the hill, with two small kiddos, so we're constantly stressed out about balls, etc, rolling across the street and down into the poison ivy patches. I think this is technically right of way/city property if it is this close to the street? Not sure. I remember seeing in the past somewhere to report poison ivy, but now can't find it, so I'm just reporting it under misc and other. If there is any kind of city program to come remove poison ivy, I'd love to see it happen at that corner. There is a ton of ivy growing up a light post on that corner as well, some of it along the bottom might be poison ivy, not all of it is (that is mostly virginia creeper? something like that - the 5 leaf variety.)

--Exterior-- Large hole in exterior wall exposing reinforcement materials. 2 windows where the sealing to the double paned glass is defective Man drilled holes in foundation of unit thought to be main cause of pest infestation Exterior clogged dryer vents pose risk for CO --Interior-- Damaged baseboards including large gaps and chipping paint Expired inspection of fire extinguisher Broken stove capacitor - front left burner on max heat with any temp setting Bug, urine and droppings found on baseboards Damaged plumbing caulking on tub along with mold/mildew on most if not all sealant and surrounding areas of tub Ripped carpets along doorway thresholds in bedroom and office, tripping hazard Chronic exposure to insecticides in laundry room causing medical symptoms Unable to use laundry unit or laundry room due to active infestation Slip hazard due to large amount of chemicals on laundry room floor pose a risk for injury to residence and others Other No move in inspection. Sent an email to leasing office of dirty and damaged areas, never replied No contact from leasing office about current infestation or a plan of action Ignored maintenance requests from over a month ago Paying full rent although unable to access or use any units within laundry room Concerns of safety due to insecticides, long term chemical use, slip hazards Concerns for safety due to humidity in apartment and suspected mold Management not providing a safe and habitable place of living
