At the intersection of Clark and 8th Street, there is a house that the owner has completely filled with old newspapers. Now that the house has no more space he is starting to put newspapers into the front yard. The owner has also put gas containers in front of the building.
I am concerned that this is a big fire hazard.

For the past ten days, garbage and trash has continually been added to this second story porch. There is also animal waste as the owner’s 2 dogs were locked outside previously. With the warming weather, this trash is unsanitary and very foul-smelling to neighbors. The landlord’s number at The Crossing at Pete Ellis says they’re not in office until May, so there’s no way to leave a voicemail to ask the apt landlord to address this issue internally. I live directly behind this apt at 3405 E Longview at Colonial East, but this 2nd story apt is part of The Crossing at Pete Ellis - I believe this address is near or at 3244 Braeside Dr., Bloomington IN. We would like these neighbors to remove the smelly trash from their porch to the proper trash containers on the property instead of continually adding to the pile.

I'm not sure which topic to put this under but "Hazards" seems appropriate given the current situation. Our Homeowners Association and property manager are having trouble keeping things under control during this pandemic. There have been resignations and no one seems to be in charge. Landscapers are seen milling about the buildings and grounds without notice or regard to social distancing, let along wearing any PPEs such as face masks. We understand more contractors are on the way, too, and there may be instances of price gauging. Neighbors in this tightly-packed community are understandably concerned for their health and safety. Help/advice is needed. Thank you.
