Hello. I am a Bloomington resident residing at 110 1/2 W 6th St. My apartment entrance is in an alleyway off of 6th between Walnut and College. While this alley has normal amounts of debris, there seem to be many unsafe wires dangling from the various poles and buildings. My main concern is with the alley behind my building. The entrance is off of Walnut between "Btown Diner" and "Samira" restaurants. There is an abundance of trash, grease, vomit, bugs, defecation, and cigarettes throughout the space that causes a repulsive smell and attracts many rodents. This is a very unsanitary environment that workers from the businesses(restaurants especially) on 6th Street take their breaks in. I am not sure the best course of action but I would suggest having the businesses clean their trash bins in addition to having the city power wash the grease and other various fluids off the pavement. A few of the capstones on the retaining wall out front are precariously hanging close to the edge as a result of long-term, hydrological processes. They look like they are about to fall, especially if someone happens to sit on the wall at that place. Owner of this property is the same as 322 E. 12th, the one with the dangerous sidewalk. He is an out-of-state, absentee landlord who doesn't care about the neighborhood or safety in general. If he is going to be required to fix the sidewalk on 12th, please also require him to attend to this retaining wall. One of the capstones has already fallen and broken. Someone just picked it up off the sidewalk and placed it back on top of the wall without mortar.
See case #188200. The section of the retaining wall along Lincoln is getting worse and it looks like it could fall any minute. Has anyone actually gone out to look at this? Why wait until it collapses before doing something about it?
Refer to cases #186916, #188213, and #188214. Someone ended up putting a rubber stopper in the hole at the base of the dumpster, which temporarily prevented the rats from entering it. However, rubber is a delicacy for rats (which it seems garbage-oriented people should well know) and it was soon devoured. Now the problem is back full-force, with rats running in and out of the dumpster and scurrying around the parking lot. The drain-hole is threaded on the inside, implying that the manufacturer of the dumpster had in mind (and likely supplies) a metal screw-type insert that will be rat-proof. Please ask the company to install the correct type of fitting so that this problem is permanently fixed.

Sidewalk not shoveled
The corner of 3rd and Walnut near Taco Bell has not been shoveled whatsoever. It is unsafe to walk by and difficult to reach nearby transit stops.
The sidewalk on the south side of Taco Bell on seventh street never gets cleared of snow. Yesterday you had to wade in the snow which was knee high in order to move from the walnut garage to college avenue
