There are homeless encampments steadily increasing in number behind my house and those of my neighbors. There are now several in view of my windows. The amount of trash is staggering, including countless hypodermic needles. Trash is regularly set on fire by the residents of the encampments, producing noxious smoke that smells terrible and is surely not safe to breathe. The city needs to do something about these encampments. Open air drug use within feet of neighborhoods with young children should not be tolerated. I've been a resident of Bloomington for a decade and I'm strongly considering moving out of town due to the city's inability to address this issue. Please do something.

I regret having to reach out to you regarding this bus #1372.  I boarded this bus on the East route of Route 3 this morning at approximately 7:22 AM on February 19, 2024.  I was informed by Mike Clark of Bloomington Transportation who is the operating manager, that the heater was working on that previous checked bus. Yet the heater is either not on, broken or the driver does not knbow how or desire to turn on the heater for the passenger. Furhter more, she informed me that the door heater was on, but that they do not work on some of the buses, as was the case on this bus this morning. There is no need to make passengers suffer like this.  The bus was NOT cold because of opening & closing the doors as MIke Clark previously suggested when I wrote to him regarding this bus.  The heat was simply not coming out of the overhead vents, there was only cold at the vents & the poles for holding onto were cold as well, indicating it had not been on for some time.  The dispatch operator's boss informed me begrudgingly that the bus was in fact bus #1372.  Since the dispatch operator could not be bothered to assist the driver in operating the heater that was alleged to be operating properly according to Mike Clark, I am forced to issue this complaint to the you the City of Bloomington government for heat on the buses in the Winter to be turned on & operating properly for the buses that do not have a heating system functioning or for the bus drivers who feel that we do not need the heat in the Winter. Excessive speeding (meaning more than 5 mph over the posted speed limits) continues on 17th St. This includes very large trucks (semis, construction trucks, etc.) and even some MCCS busses. Some vehicles go way over the speed limit. Suggestions for improving this situation? Even adding just one more mph sign each on both sides of the road might help (at least help those drivers who tend to drive more or less at posted limits).

The water runoff from Sare Road travels down McCartney Lane to end in a very small drain that is not large enough to facilitate proper drainage. This photo was from yesterday‘s mild rain. At times the water is much deeper and standing longer because the drain is clogged. A larger drain needs to be installed or possibly an additional drain as well, further up the road. This may be leading to erosion of soil and possibly foundation issues and needs to be addressed soon. We are also due to have our road paved this year so the drainage would need to be fixed prior to that. Please advise.

It seems with the hospital construction that the speed limit signs (20MPH) coming onto E Discovery Pkwy from the bypass were never replaced. There is also a "children at play" sign way up on the hill by the childcare's fence, but there is nothing within driver view, near the road, that indicates this area should be slower and that children may be present. Could you please consider adding these signs for the safety of the children? People have been FLYING through there at 40+ MPH. Thank you.

Encampment with hostile people living in filth. Defecating and urinating. Just south of dog park. Do something. We spent millions on this park, it is being misused and abused. DO SOMETHING!!!

I would like to report unlawful practices, and a violation do ordinance of 20-03. My car was towed, without the requirements being met for a non-consensual towing. I had parked, my with the expectation that it was lawfully parked, as there were no conspicuous signing stating otherwise. I retuned to my car 2 hours later to find that it had been towed by chandler's towing service. According to 4.32.110 of the municipal code "it shall be unlawful for any tow business or tow truck operator to tow a vehicle unless the parking lot in which the vehicle is parked has signage, posted in plain view and visible to the public at each entrance and exit" the parking lot where I had parked did not have any signage indicating that the lot was permit parking only. This code, addresses it's intention, that being the protection of the communities most vulnerable members. following this event I have $60 to live off of for the next two weeks.

Can the sidewalk at xxx East 7th Street be shaved down to eliminate the height difference between the two adjoining slabs? See photo attached. This height difference can be dangerous for westbound cyclists riding on the sidewalk who need to negotiate both a quick right turn and a left turn to enter the SR46 underpass. Now that an asphalt multi-use path has been built at Relato Bloomington at the intersection of Pete Ellis Drive and Longview Avenue, westbound cyclists are more apt to ride on the path/sidewalk vs. the street, and will continue to ride on the sidewalk all the way to the underpass. Cyclists will be going at speed since it is downhill westbound. To negotiate this sidewalk height disparity, while at the same time negotiating a sweeping turn, poses a dangerous situation that can be easily eliminated.
