(RE) I live in Hoosier Court Apartments and my window faces the apartment complex across the street. I have seen tenants of the apartment on the bottom level throw their dogs out of the window to use the bathroom, rather than taking them outside. They will dump the dog, and then scream at them to hurry up. If the dog is just sitting there, they get pretty violent. They will scream some more. If a dog is not listening, the husband/dad will come out and smack the dog. All of them yell viciously at these animals. I’ve seen five different dogs be thrown out the window. I also have seen a cat. On top of them screaming and hitting their dogs, it is worrisome that they can’t even take the effort to take the dogs outside, so it is doubtful they are taking much care of them at all. It is the first floor, 1st and 2nd apartment from the right in the photo (it’s a dual unit). I have acquired a video and can attempt to get an address tomorrow. We have complained about this before, but nothing was done. The dumpster in the parking lot has a large hole on the east side near the bottom, ostensibly for drainage. However, it is large enough for rats to enter and exit, which they do to feast at night. There are *always* rats running around the parking lot because of this. They live in the little caves right behind the dumpster. Please do *not* poison or trap the rats. Rather, we would like the hole sealed up so that the rats will no longer have an endless source of food and will move somewhere else. This seems like a simple fix. What do we have to do to get someone to listen?

I was going to the CASA office and then to B-foods last week. I wanted to park my bike at this convenient bike rack on the B-line, only to discover that I couldn't because of the stupid scooters. No, I don't want them obstructing the walks or preventing my use of bike racks!

The City needs to find a better way to keep the 7th Street bike path clear for cyclists. On Wednesday, July 13, 2022, around 9:25pm I was biking with a group of cyclists. We were headed east on 7th Street in the bike lane. As we crossed College and headed towards Walnut, every single cyclist had to exit the bike lane and ride in the lanes of traffic because a pickup truck was going in reverse down the bike lane. The truck had its white backup lights on and was moving from Walnut back towards College, fully in the bicycle lane blocking both lanes of bicycle travel. This is classic Bloomington infrastructure. Poorly designed, used incorrectly, and the people it is meant to benefit are no better off.
