There are often 7 cars at this location. One is parking on an unimproved surface. How do we submit a problem report for too many non-related residents at one house?

We need sidewalks on East 5th street in Green Acres. Students and other folks are always walking on the street. This is dangerous.
East Amp Way folks in the new complex are using College Mall as a parking lot, instead of it being for customers of commerce. Is there a fix for this? People in residences should have parking onsite or not have a car before parking in a space intended for commercial use.
ECC Pre-school sign at 250 S Pete Ellis Drive in the grass near a tree. Hard to see if it is in the ROW or not.
There are consistent problems of speeding along N Monroe St, especially between the middle school and Boys and Girls Club, where there is no speed limit sign posted. There is also concern someone could be hit at the intersection with 14th, as drivers will frequently go through the intersection without stopping.
In the grass next to the road, very likely ROW, at 223 S Pete Ellis Drive, across from Pizza Hut, sign that says 'Top Jobs'.

Building recently removed. Now, used construction materials are being stored on the empty lot. Is the property zoned for such use?
I wanted to propose the addition of a pedestrian crosswalk at the intersection of N Fess Ave and E 10th St. I live in Collins, and when walking between Hillcrest and the general courtyard buildings there are no immediate crosswalks in the area. The addition of white lines, particularly on the west end of this intersection (where there is already a metal grate where the sidewalk meets the road) would be very helpful for residents of Collins and would make the area safer for pedestrians trying to cross the street.
