The woods are unkempt and out of control. Trash is everywhere and blowing onto other people's property. Can someone come out here and clean this up or cite the property owner for unsightly property.

I recently purchased a house, but the easement property behind (Duke) has been a debris pit for somebody in the neighborhood. It seems to be mostly leaves on top, but there are also tires & chairs floating inside.The pile is starting to slide into my property. I am not sure what to do, since it is easement property. I would like to eventually put up a fence in the back, but the sliding debris pile would problem ruin any ability to do that. If this department cannot help with this situation, please direct me to a department that can.
