Trash is not being picked up because tenants are overfilling trash bins. This has been going on for months. Trash bins are overflowing and are stored in front of building. Wind occasionally blows trash off site to other properties. In general, trash compliance is not being enforced in this neighborhood.

This morning, I saw a shirtless person going through some trash on the north side of 7th street, between Lincoln and Grant. He looked like he was intoxicated and I did not confront him for safety reasons. He left a large amount of debris in the alley and it could damage a car tire. Nails, screws, etc.
