Is the City responsible for retaining walls alongside walkways or does it fall on adjacent property owners to maintain them? On the Lincoln side of this property there is an old wall that is just about to collapse. It seems that if a team of masons got in there now prior to its failure, they might be able to take it apart somehow and reset it so that it will last another 130 years. But if it were to fall on its own, the stones would likely all break up and be useless trash. Property owner (Parker Rentals) is aware of the potential problem, but they do not seem to care. The surrounding area has many retaining walls that add character to the community. It would be great if this one could be saved.

A few of the capstones on the retaining wall out front are precariously hanging close to the edge as a result of long-term, hydrological processes. They look like they are about to fall, especially if someone happens to sit on the wall at that place. Owner of this property is the same as 322 E. 12th, the one with the dangerous sidewalk. He is an out-of-state, absentee landlord who doesn't care about the neighborhood or safety in general. If he is going to be required to fix the sidewalk on 12th, please also require him to attend to this retaining wall. One of the capstones has already fallen and broken. Someone just picked it up off the sidewalk and placed it back on top of the wall without mortar.

Refer to cases #186916, #188213, and #188214. Someone ended up putting a rubber stopper in the hole at the base of the dumpster, which temporarily prevented the rats from entering it. However, rubber is a delicacy for rats (which it seems garbage-oriented people should well know) and it was soon devoured. Now the problem is back full-force, with rats running in and out of the dumpster and scurrying around the parking lot. The drain-hole is threaded on the inside, implying that the manufacturer of the dumpster had in mind (and likely supplies) a metal screw-type insert that will be rat-proof. Please ask the company to install the correct type of fitting so that this problem is permanently fixed.

See case #188814. Action does not appear to have been taken. Rat problem is increasing. This dumpster is *regularly* visited by people who do not live in the complex, both those who drive up, dump their trash and then speed away, and also by those who climb into the dumpster and rummage around for food and other *valuables*. The latter leave a mess (as per attached). Is there any way to force the owners to enclose or secure the dumpster so that only tenants have access to it? Management (Parker Rentals) do not seem to care.

I'm contacting you because this morning at my residence, 213 N Grant St, we received a notice of violation for BMC 6.04.070. Before seeing this notice on our front door, my roommate found that someone had ripped open our trash bags and left that trash all over our yard. This is by far from the first time this has happened. Since August, we have had issues with people ripping open our trash. These people have become comfortable enough to leave their own trash in our yard, even including used needles. This situation has gotten out of hand. On this occasion they ripped open separate bags inside our trash bags that contained trash from our bathroom, leaving used feminine products strewn across our yard. The comment on our notice said to remove all trash from our yard. My roommates and I in between classes today, have been picking up this trash all morning. We will be contacting other departments because this issue of trespassing on our property has gotten out of hand, even after contacting law enforcement. I wanted to bring it to this department's attention that our house is not causing this mess.

A large front window on this home has been busted. This makes Grant Street Inn guests and people in the neighborhood feel unsafe.
