blue Plymouth hatch back, Tennessee plate T09 97R (not sure if zero or letter O) was behind me as i traveled south on jackson approaching 17th, while i was riding my moped. the gentleman drove around me into the wrong lane to get ahead of me when were no more than 15 yards from the stop sign. i pulled up next to his right side and stared through his tinted window. he rolled the window down and rudely swore at me for looking at him. when i questioned his driving he told me i was just on a moped and that he had things to do. he had a mean look and several open sores on his face, he loked to be ravaged by the effects of meth or heroine use. when he asked if i had a problem with that i said yes, he then swore and struck his wheel, i felt he wanted to get violent. but he turned left onto 17th. i looked after him to get his plate number, he hit his brakes as if he intended to come back and attack me but then proceeded onward. if he's not a drug dealer i'll eat my hat.

I first saw this car back in November. It still has a temporary license plate. This is the second super car driver I've seen doing this in Bloomington. Apparently they don't believe they have to pay vehicle taxes.

Blocked Street

Case Date:
2/5/2015

I live at Campus Court apartments at 2036 N Walnut Street. Behind the "F" building, there is a narrow lane connecting the parking lots, and the curb is designated as a fire lane. There are two individuals who park in the lane, every single weekday, from approximately 6pm to midnight. I have spoken to them in person and asked them not to park in the fire lane, but they return every day. The apartment management is also aware of this problem. I was hoping that the cars could be towed or cited for parking in a fire lane. Thank you!

Traffic Suggestions

1918 E Ruby LN

Case Date:
2/7/2015

We have cars flying down Ruby Ln heading to High Street. Our house is on the corner of Ruby and S. Covenanter and they fly down Ruby Lane and turn having headed into the ditch. My main concern is that cars fly down Ruby Lane and we have several families with small children. On the lower side of Ruby Lane there is no sidewalk and these cars are flying down the road. Their speed would kill a pedestrian or a child playing if they got hit. It would be nice with a sign or a speed bump to slow some of the traffic flying down E. Ruby Lane. We never see police officers patrol our neighborhood...not even when we file a report that we are out of town and would like beefed up security checks. The same culprits drive exceedingly fast down both E. Ruby Lane and E. Southdowns Drive and never get ticketed for speeding. If you want to get extra income for the city...that would be the way to do it. Set up a police officer and catch all the drivers driving too fast down these streets.

City Performance

Case Date:
3/6/2015

I called the Bloomington police department this evening to report a noise complaint (someone in the apartment complex adjacent to mine is playing incredibly loud rap music). I was told by someone on the phone that the noise ordinance in Bloomington does not start until 11 pm, however, section 14.09.030 states that "Sound that is clearly audible to a person with normal hearing from any place other than the premises from which the source of the sound is located, when the sound occurs between the hours of nine p.m. and seven a.m., is prima facie evidence of a violation of this section." The lady was pleasant, and told me that she would send someone over to look into it, but she was convinced that the city of Bloomington's noise ordinance did not go into affect until 11 pm. Might be worth looking into.
