See case #187163. Lights are still on all night long. Has the City actually issued a NOV and/or fine for this?

Owner is doing construction with no visible permit. Mother-in-law unit on Maple Street belonging to 802 W 7th.
This is in regards to the 11/21/16 report I made. REQUEST # 11687264 Outdoor light located at 800 W Kirkwood Ave. has still not been repaired. It is in the same condition it was this fall. The light comes on for maybe 2 minutes at a time, then goes out for 10 minutes and starts the cycle again...first it flickers in an amber color and it at its full brightness for again, about 2 minutes. This is a main road in town and serves many people on foot. It is as unsafe as it is annoying. Please fix asap. Thank you!
Many shoes hanging from utility wires crossing street in front of this address.
Retaining wall is collapsing on NW corner of property and has fallen into the sidewalk preventing pedestrian and wheelchair passage.
New street lamp on SE corner of 12th/Lincoln is WAY too bright, much brighter and whiter than the normal orange-ish lamps on other street light fixtures in the neighborhood. This one emits a lot of glare, blinding drivers as they attempt to navigate 12th Street, and causing pain if one happens to look directly at it. Worse, it casts light far beyond the actual intersection, flooding the houses in the vicinity with unwanted light all night long, preventing people from enjoying their porches in the evenings and early mornings. If the City refuses to switch the light to a normal soft light that can be tolerated, it seems reasonable that the light can at the very least be shaded so that the intense glare is only directed downward rather than flooding the neighbors' homes in all directions with unnatural, unhealthy, and offensive light. A similar lamp was recently installed at the 12th/Dunn intersection. The people who live near that intersection are probably experiencing a similar, unwelcome annoyance.
Street light shuts off periodically while students are waiting at bus stop
The alleyway between 6th and 5th, specifically behind this address would benefit greatly from a streetlight. New residences with off-alley parking and commercial businesses nearby would benefit from the added safety and convenience of a street light. Thank you
I’m trying to request the emergency/urgent request of the streetlight across from my home. It’s been out for awhile, and I also contacted DOT about trimming the trees/foliage blocking the speed limit sign and the undergrowth that was blocking the streetlights ability to do what it’s meant to do prior to the light going out. I am now requesting an URGENT replacement of the light due to safety concerns that began Monday night when I was attacked at the gas station nearby. I’ve had a lot of unknown vehicles passing my home at all times of the night, but can’t see enough to give any significant info to the officer who took my report. I am concerned under the circumstances that the people involved may continue to retaliate and I’m even more concerned for my kids. I have a blink camera and a ring doorbell, but neither can show any detail without that light. Not to mention the neighborhood is completely dark unless the neighbors turn on their porch lights, which I can’t make them do. Add in the fact that we’ve had coyotes and large bucks in the area, having such a dark street can be dangerous for pedestrians and drivers at night, especially since my home sits on the wrong side of a blind curve. PLEASE get this taken care of immediately. I’ve done everything I can on my end. Now I’m dependent on you. Thank you in advance.
Is the railroad allowed to violate City Code and maintain barbed wire on the tops of security fences within the city limits?
