The intersection of Pete Ellis Dr./Discovery Parkway and 10th Street is used by residents of numerous apartment complexes, bus riders, and community members accessing the post office and the greenway that goes along 10th St. The intersection is necessary for access to Indiana University from Woodbridge and Fountain Park Apartments, which hosts many graduate students. However, there is no crosswalk, pedestrian lights, or sidewalk platforms to allow for safe crossing along this very busy intersection. Additionally, the traffic lights are not able to be seen from the four corners of the intersection, forcing pedestrians to make an educated guess on when to cross. In short, the intersection is dangerous and near impossible to cross. Would it be at all possible in the future to include a) a crosswalk b) a pedestrian crosswalk light c) sidewalk cutout/curb ramps on the two corners in which there is not one currently? What does it mean when a HAND report says "Will monitor"? Specifically, how long does the office wait until an actual fine is assessed? For example, see case #183713. Parker will not keep the lawns cut unless someone pesters them about it.

The corner of Post Rd as you're approaching Staats on the right hand side is so overgrown with trees cars cannot be in the right lane. We walk to school with our daughter and have often had to get out of the way of traffic b/c this road is effectively 1 lane at the moment. 2 homes, the one at the corner of Staats and Post and the one at the corner of post and "Hollywood" both have shrubs/trees that impede traffic/walkers and make it even more dangerous than it should be. If the owners aren't willing to change this landscaping the city should have the ability to cut considering that the shrubs are covering no less than 3 ft into the street. This is dangerous for cars, walkers, and bike riders in the neighborhood. MUST BE ADDRESSED.

Very large and deep pothole. Vehicles have to move into the middle of the road and oncoming traffic to avoid it. If not fixed in a timely manor any vehicle damage invoices will be sent to your office for repayment.
Trails

One of the fence posts along the Polly Grimshaw Trail has become loose at the bottom. The post is noticeably wobbly as is the fencing in that area. My guess is that the post rotted out approximately where it goes underground and needs replaced. Please address this issue now so that the fence doesn't fall down in this area.

After reading about the variance denied to the property owner, Randy Lloyd, I couldn’t help but think about the current use of the site at or about 113 E Kirkwood. This property sits in an overlay that does not permit surface parking. I can’t find any use in the UDO where parking is allowed when not attached to a structure, and I specifically remember a number of discussions regarding this issue. In particular the Methodist Church’s desire to convert the footprint of the old post office to surface parking. I believe that had to turn it into green space. I also have concerns that this lot is 100% impervious. 20.4.20 I just don’t see how this use satisfies the spirit of the Comprehensive Plan, the existing UDO, or is consistent w previous use determinations. Further, the owner expanded the parking from what was there pre-demolition of the 4th street garage without any public review. Finally, I doubt this parcel meets the requirements of 18.12.10. How would BFD access or service a car fire on this parcel? It’s too narrow to get truck in there and difficult to service from the alley. This use may have been over looked during the demolition and reconstruction of the 4th street garage, even though parking was not really needed downtown during the pandemic, however, it’s time for enforcement against this parcel and other nonconforming uses.

Woman living in car outside framemakers - not paying parking meter and area around car covered in trash. Wakes up local residents in the middle of the night screaming profanities. Not sure why the city is allowing this behavior. Attempted to call the mayors office but they have stopped responding to calls.
