I live down the street from a construction site which is consistently incredibly noisy very early in the morning. I have reported this construction site for noise violations before, and the problem was, for a time, resolved. However, the problem has started again as they are once again beginning work early in the morning (around 5 a.m.) which, I am aware, is well before the time they are supposed to start even staging for their operations. I am an IU grad student and I need to be able to rest. I am aware that my neighborhood is in a rather defunct part of town, but people still live here and need to be able to function as normal. Reported a couple days ago and the case has been closed. The grass is even higher and there's even MORE crap in the yard. It's been there all summer. How can the case be closed without anything happening?

The residents moved out a week ago and left a pile of furniture parts and trash in the yard and up against the house. Kept thinking they may return, but I have seen no one.
