Moving Pod in right of way for over 2 years.
One of the street trees that was alive last year has decided to die. The other two (both black gum I believe) are still alive and healthy. It is the easternmost tree on the property. We are new to Bloomington and this home and not sure what the next steps would be.

My neighborhood is undergoing fiber installation. On 9/6 and 9/7, my yard housed a large tractor. Now that the install in complete, I am left with a yard that is partially destroyed by the utility contractor. The grass is gone, the yard is no longer level, there are multiple drill holes large, and there is a lengthy bulge from the cable plow. Rather than leave my lawn in the same condition, the contractor laid hay and grass seed. This will not create a lawn being that it's fall and won't take, and it will not level my lawn. I've tried to communicate with the workers but they do not understand me, as they are not English speakers. Who can I communicate my issues with?
Potholes on right side of road makes going uphill dangerous to vehicles approaching opposite direction.
The landowner at this address has installed DIY compost collection system of structures in the city ROW adjacent to the property. The compost is poorly managed with anaerobic odors detectable 1/2 block away. In addition the area is immediately adjascent to a city storm drain such that nutrient runnoff from the compost is a major immediate concern. They also have allowed the invasive, noxious weed Johnson grass to grow up in the city ROW areas nearby as well as elsewhere on their property.
