For multiple months there has been an eye-searingly bright yellow box truck with phallic graffiti parked at this address. Are commercial vehicles allowed to park for extended periods of time in residential neighborhoods?

Debris all over my back yard and limb down from city maple tree in front of house. On the curb awaiting pick up as well.
