I am hearing a loud low frequency (36Hz) noise coming from summit elementary school utility units (it seems to only kickes in during a very cold day). I get a migrane from this noise and there is noway to escape it exept to leave our house. I belive it constitutes "unreasonable noise" as decribed in the city code 14.09. Please help!

Hello, My name is Julie Abrams. I am part of the St. Charles School Board Commission. I wanted to know if we must have a permit to hold a car show on our school lot as a fundraiser. The warning signage that indicates 'wrong way' and 'do not enter' are blocked by foliage. These are the signs that are to prevent west bound traffic from getting into the east bound direction, (Bloomfield road, just prior to oak dale /Basswood intersection.) Thank you as always, I am so impressed by the response time to my requests, it makes me feel like my tax dollars are being used wisely. Randy Craw
