Mr. Waters told that he could not be credited that amount. He wants to appeal to Mike Phillips when he returns.

There is a row of bushes/hedges in front of 1003 W. 1st Street that blocks the line of sight for those pulling out of the apartment complex at 909 W. 1st Street. There have been other complaints (8/24/06 & 12/27/07) in regards to this problem. The property owner at 1003 trims the bushes/hedges back but they continue to grow back and cause a line of sight problem.
