There appears to be a broken water main because water has been rising to the surface on my property the past 5 days. My front north sidewalk (photo attached), east sidewalk, and south concrete garage floor have been soaked for the past 5 days. My basement is dry and no pipes are leaking in my house. There is a gold-colored Chrysler Town & Country mini van (Indiana license plate #VAL694) parked in front of the home at 322 E. 1st St. that is legally abandoned under 15.04.020: "A vehicle left on public property continuously without being moved for three days". https://library.municode.com/in/bloomington/codes/code_of_ordinances?nodeId=TIT15VETR_CH15.04DE_15.04.020ABVE This is at least the third time that this vehicle has been abandoned in the exact same spot along East First Street in the past month.
