7-8 cars are routinely parked at the SE corner of Washington and Dodds. The cars are parked very close to the corner, and residents place an orange cone in the street to "reserve" their parking spot.
Resident lives at 515 1/2 Fess. States there is a white truck/van that parks in and completely blocks the alley.

I believe someone tampered with my brake line, creating a complete brake line failure, driving moments after leaving parking lot, Oct 3, Monday between, 230pm and 4pm.
