There is a car parked in an alleyway between South Jefferson and South Bryan Avenue, between 3rd street and 4th street, blocking the main entrance/exit of the homes in that block.

Caller reported parking meter #7631, on 7th Street near Walnut, is eating coins. She was able to put in 1 hour's worth of time but then coins weren't registering time on the meter after 1 hour.
