I want to apply for a Neighborhood Parking Permit, and found a page of FAQ, but did not see a link to the actual parking permit application.

Tuesday morning I went downtown. There were a lot of cars parked on the street, possibility due to the closed parking garage. After a few trips around the block, Collage, Kirkwood and 2nd, street, I found an open space. After pulling I found that the meter stated that it was for credit card only. Okay, I got back in the car and went to another open space--same message, credit card only. So, why would you have parking meters that require credit cards only? Rather a costly option for the parking space. Sounds like Bloomington just doesn't "get" parking meters. And, if the meter is a credit card only device, why not paint that device a different color?
420 Eastside Drive, repeat complaint: this yard looks like a junk yard and car repair place. There are tires stacked up, several cars parked on the grass, one possibly without a license plate. It is an eyesore for the neighborhood. See also closed case #166781.
Meter will not add any more time. Accepts coins but does not extend parking time meter #7608 on 4th st.
I put a handful of quarters into meter 7637 on 7th street, near the intersection with Grant. No time registered on the meter.
Sat june 22- put in $2 of quarters- it only increased by15 min. Tried again when it expired but would not add minutes.
abandoned bike with no wheels has been locked to rack for over a month. bike parking area is already over full act working bicycles!
