This car reported and moved just a little way down the street. Still abandoned. First image is current second image is where it used to be. How do I get it off the street entirely?

This car has been parked in the same spot for at least 3 months maybe longer. It is blocking the street department from picking up leaves, is hindering trash trucks. The tires are going flat from not being moved. It needs removed from the street
There is an abandoned vehicle in front of 600 W. Howe St. It has been parked the wrong way on the street for at least a month (or longer). It was just recently issued a parking violation ticket. It's a Ford SUV - License plate is 217DBF. No one has interacted with this car since it first showed up. It would be great if it could be removed - parking can be at a premium on the street. There is a grey Ford van with solar panels that has not moved or been interacted with for at least 3 weeks. It has a flat tire as well.
