Near the alley way at 401 N Dunn water does not drain properly and builds up with gravel and dirt making it difficult for handicap travel. 8th Street has been paved over so many times that drainage is impaired. There is quite a bit of debris there now and this holds a lot of water during a rain event. Finally the alley has been patched a little but it is in pretty bad shape and needs redone. Dear city of Bloomington, While I'm grateful your team has looked into this, the issue is far from being resolved. The repair work did not make any improvement in the noise. The remedy that was done the first time worked for awhile. The grate needs to be opened and cleaned out so that it seats properly. A rubber ring or some kind of padding needs to be placed on the contact points to reduce the vibration. The loud noise is going on 24/7. This should stop the noise when cars drive over them.
