There is a City-owned tree in the ROW that is completely covered in vines, some of which are poison ivy. The vines are right next to the sidewalk, and are so high that the vine is going to seed. Is this the responsibility of the adjacent property owner, or does the City attend to its own trees?

Residents need to be aware of their responsibilities and cleanup essential for a safe and civil city. Please help. A visit from city official usually solves the problem and prevents future issues. Our sanitation guys went to this stop this morning and found that there have been people digging all through this trash or so we suspect and there is trash all over their yard. It is the length of one of our trucks. We picked up what was on the sidewalk but left the rest.
