Caller is very concerned about trash in the neighborhood, particularly from the Elkins Apartments at 200-204 E. 16th and Washington between 15th and 16th. He said that he's contacted HAND twice, was told that an inspector would be sent out, but has seen nothing change.

We have already spent almost 2 years to stop this from happening by BBY and Aaron Prange, who does the dumping. He still dumps his yard garbage over the fence into the easement. Sue me. Go ahead. The owner here is disposing of food waste in the middle of the back yard. Wild animals are coming from all over the neighborhood to eat. This was reported as incorrect composting.

Trash and rats.
Garbage is all over the back of the lot. It looks like a dump. It is covering the woods and smells really terrible. There has been a person(s) living back there and they have a restraining order against them. The property is covered with trash, food, furniture, and needles. It is a hazardous area. The woods keep it covered during this time of the year, but when the leaves are gone it is really obvious that it is being used as a place to live.
