Parking on Unimproved Surface

Cars are parked on unimproved surface on Monday, 9/5 at 11:00 AM. This is not entirely their fault, as there is no room to park on the street - it would be very helpful for residents if the city improved the street and shoulder of Palmer Ave on the 1300 and 1400 blocks to make parking safer. Because this is a rental property, and there is also a car in the garage, totally 4 cars on the property, HAND should also investigate if there are more than 3 unrelated adults living at this property.

Blocked Sidewalk

This property is covered in weeds and bushes that block the sidewalk. Pedestrians are forced to walk dangerously close to traffic. If the weeds consist of grass, contact HAND for a Title 6 ticket. If the weeds are blocking the sidewalk enforce under Title 12.

At the intersection of Clark Street and 7th Street the stop sign was changed from a 4 way stop to a two way stop and if you are driving north on Clark to the stop it is impossible to see if there is oncoming traffic coming from the west on 7th street because of bushes in the way making for a dangerous intersection

On the corner of Grimes and Stull (south side of Grimes/east side of Stull) the weeds/plants on that corner make it very difficult for school traffic to leave. 1305 West 11th Street. This is not the first time I have reported this property. This property is absolutely stacked with with junk, construction debris, rubbish, and who knows what else. It is immoral and an obscenity for these people to disrespect their neighbors in this way. Speaking for myself, it detracts from the enjoyment and value of my own property right nearby. This property is zoned single family residence. I want it cleaned up. Since no code was enforced previously, allow me to remind you: 6.06.010 - Definitions. "Rubbish" means nonputrescible solid wastes consisting of both combustible and noncombustible wastes, such as paper, cardboard, tin cans, wood, glass, bedding, crockery, construction debris, and similar materials. 6.06.020 - Deposit of garbage. It is unlawful for any person to throw, place, or scatter any garbage, recyclable materials or yard waste over or upon any premises, street, alley, either public or private, or to suffer or permit any garbage, recyclable materials or yard waste to be placed or deposited on the premises owned, occupied or controlled by such person either with or without the intent to later remove, cover, or burn it. This provision shall not restrict the filling of low lands within the city with brick, stone, sand, gravel, cold ashes, or dirt after the appropriate permit has been obtained from the city engineering department. 6.06.110 - Violations. Violations of the provisions of this chapter are declared a PUBLIC NUISANCE. Each day that a violation continues shall constitute a separate violation. Everything stacked in the front and side yard of that property clearly fits into that definition and those violations. People are NOT allowed to stack up a bunch of old lumber, doors, windows, and other junk in their yards in the middle of the city! Period! Now, I EXPECT you to enforce these ordinances EQUALLY across the entire city. I remind you that lawsuits can be filed against "nuisance properties." In addition, I wish to point out that in other cities in similar situations, a writ of mandamus has been used to compel the city to enforce its ordinances. All I am asking for is some respect for the homeowners around that property.

Sewer Problems (Storm Sewers)

I am a resident here and they are building a new development, however there is no effort to keep run off from coming from the construction drive (our driveway is often covered in mud, gravel, and concrete run-off). It has gotten so out of control that there is literally a pile of concrete run-off on a sidewalk going down Allen St towards the neighboring apartment complex (Gardens Edge). They also have concrete run-off going into our yard space in the complex where many people take their dogs and children to enjoy the outdoors.

Construction continues without mind to the continued runoff of concrete and dirt. Runoff of concrete that is collected on the sidewalk running parallel to Allen St has not been properly disposed of. The silt fence was not installed in a way that stops runoff from occurring. Mud and other substances are being tracked onto the main driveway because the construction entrance is not being maintained.

The issue with this ongoing construction site continues. The workers on-site drove over the silt fence that was supposed to stop concrete run off and they have made no attempts to fix it. Every single time it rains, there is a build up of run off on the sidewalk that prevents water from draining properly and is contaminating the water systems with who knows what. The property has not ever disposed of it properly either (they literally just shovel it onto a tree stump instead of renting a proper disposal receptacle).
