Dear Sir or Madam: My wife and I own Shean Properties Ltd. and the property at 1114 North College Avenue in Bloomington. Directly to the north of our building is 1116 North College Avenue which is owned by Robert Grabbe. His home has been a mess since we acquired this property in 1994. I believe that Mr. Grabbe has abandoned the building. The postal carrier has told us that homeless people are living inside. The lawn has not been cut in months and I haven’t seen Mr. Grabbe in 3 months. It is time for the City to exercise its authority under the Unsafe Building Law and remedy this situation. I believe this is the same caller as Case #155238. Reported homeless men still living under the shelter house at Building and Trades park. One man started to approach the caller at 11a today as soon as the City parks worker left, but then walked away when a driver pulled up to the park. Caller is very frustrated that she can't eat lunch at a city park without feeling scared or accosted. She's requesting extra police patrols at this location.
Lisa Merchant 502.939.6538 called to express concern about homeless/transient population on Kirkwood becoming more assertive and aggressive. Daughter (rising IU junior) works at Pitaya and is approached daily, including being asked outright for her take-out food container yesterday. Lisa called BPD and was told that police hands are tied due to the city's stance on the issue. She said she worries that her daughter will be unsafe while walking to her car after work once it gets dark earlier, and suggests that a reserve BPD officer be available to "walk girls to their cars" after sundown. Just wants to be added to the broader list of concerns about city homeless.

This same man was warned about trespassing on our property just a week ago and was told that if he came back on our property that he would be arrested. Officer Kevin Frank was the responding officer after we had to call a second time to get anyone to respond. Officer Frank talked to the man and just let him go warning him again that he was trespassing once again and then informed my manager that since the officer didn't see him on our property that he couldn't do anything about it. The Man admitted to the officer that he had been on our property again tonight but nothing again was done. I don't understand why the police are not able to do anything even after this man has been warned that the next time he would go to jail. I'm sympathetic but when my employees are being threatened and spit on things are getting very much out of hand! What is going to take? Maybe one of my employees getting hurt before anything gets done with this problem?One of my customers told me she works in the poplars building and she is doesn't feel comfortable walking to Cafe Pizzaria for lunch in the middle of the day! Things a really out of hand and if one of my employees gets hurt because of this problem I am going to be very upset that nothing is being done. I don't know what the answer is but I do know that our police chief has reached out to us and I appreciate this very much but when nothing happens after warnings have been issued ... homeless people left trash in the woods by Patterson Pointe
Resident (Janeene 812-325-0369) called stating that her recycling had been perfectly sorted but homeless people had been digging through it overnight and had messed up the five bins that the recycle crew did not pick up (crew did pick up two bins). I told her that we could likely do a one time courtesy pick up once I had spoken with the crew about the recycling. When the crew (946) came back in from the route I was informed that the recycling had been mixed and that there had been shoes, pants, and other trash mixed in with it as well. I called the resident back at that time and advised that we would not be able to pick up her recycling as a courtesy due to the state that the recycling had been in.
