eSuite utilities site is throwing an error when logging in to the site with bill information

I tried to log into my COB account so I could pay my utility bill that is due on Tuesday (11/26/2019) and when I entered my account information and pressed login it presented the dialogue in the picture that is attached to this message. At the intersection of Clark and 8th Street, there is a house that the owner has completely filled with old newspapers. Now that the house has no more space he is starting to put newspapers into the front yard. The owner has also put gas containers in front of the building. I am concerned that this is a big fire hazard.
