This entire property apartment complex is rented out to a fraternity. The result of that is continuously loud noise at night and a dumpster that is constantly overfilled. The upside is that during the summer the property is silent and pleasant, but for the nine months of the school year the neighborhood is forced to suffer their presence. The property management (Pavilion) seem to be oblivious and uncaring, but can the City at least require them to enclose the garbage dumpster so that neighbors do not have to look at it? This is not the fault of the garbage hauler (Ava), because they pick up the trash regularly and on schedule. However, these tenants are such high-maintenance, consumption-oriented pigs that they generate far more waste than normal people ever could, the dumpster is almost always overflowing, and it smells horrible. Please help.

A highlight of the document is a new general police order, dated Aug. 13, 2021, with the title “Police Interaction with Homeless Encampments.”
...
The city council’s ordinance would have required that personal belongings be stored for 60 days.
...
The notices posted on Tuesday note that “Camping is not allowed on public property.”

Dana Jones, director of Wheeler Mission Ministries, pointed out that for people to be camping out is not something unique to Wheeler Mission’s location.

See case #188239 (SW corner of Grant/9th intersection.) Long grass is still a problem. Maybe assign this to someone other than "Jo Stong", because cases assigned to that person are sometimes not dealt with in a timely manner.

Correction: "SOUTH" side of house: Garbage piled up against *south* side of house along alley. Tenants moved out and left it for someone else to take care of.

There has been a trash bin on the sidewalk on the east side of Grant Street for several days which does not belong to anyone on the east side of the street.

Huge pile of refuse on the north side of building with boxes, recycling, etc., strewn about all over and piled up making places for rodents to dig through and creating a fire hazard. Elevate says this is an IU property (?) so not sure what can be done, if anything. Originally a beautiful building, but it now looks Third World - current inhabitants are irresponsible, inconsiderate, and/or oblivious, whoever they are.

Not clear which address to use. City-created, grassy area in traffic-control sidewalk extension into the street needs mowing. SW corner of Grant/9th. Is this the responsibility of adjacent property owners? If so, would that be Plantation North Apartments, apparently now being referred to as "Campus Walk North" (CRE Rentals)?
