He is "disgusted" w/ the way BPD has handled this case & wants to speak to the Mayor. I told him that he shld allow for all the steps in the complaint process to run their course. Mr. Rogers said he wld contact Brd Public Safety, but expected to receive a phone call from the Mayor. He stated he wld call Channel 6.
Mr. Bell called very upset saying basically that on a 1998 December evening, after having an argument with someone, was arrested by a blonde-haired officer working the night shift (he named either Officer Kellams or Helms). Apparently, the person with whom he was having the argument called the police, who then detained him with handcuffs and started "beating/assaulting him." Mr. Bell had several other issues he was struggling to resolve, and has an apparent court date on 1/ 22.
