Dog(small black) is allowed to run unrestrained. House next to this one (1203 1/2 N. Lincoln) has the same problem.
Ms. Moore has contacted Animal Control many times re dog (which attacks people) running loose in her neighborhood. When she calls, dog is restrained for a couple months then is turned loose again. Ms. Moore plans to send letter to Mayor requesting that dog is restrained permanently.
Mr. Craig has called Animal Control and the Plan Department. His neighbor Guy Pacale Hardy has at least 4 dogs and 2 cats. The dogs fight each other and bark when people are sleeping. They get out and chase his cats. Mr. Hardy dumps the dog waste in a dry creek bed (and it stinks). He may want to start a kennel. Complainant wants something done about these problems and is willing to sign a complaint.

3-4 large dogs in fenced in back yard. Dog waste accumulates and smells so bad that the neighbors can't sit outside. Complainants say they have called animal control several times. HAND has also referred 3 previous complaints to animal control with no response. JIM: Please let me know if this is something we can address (or need to, based on investigating the complaint) through BMC & Animal control or if it has to become a civil matter between the neighbors. CALLER STATES THAT THE WOMAN LIVING HERE HAS 9 DOGS LIVING IN THE HOUSE WITH HER, AND SHE THOUGHT THE MAXIMUM ALLOWED WAS 4.CALLER IS CONCERNED FOR THE WELFARE OF THE ANIMALS
Several cats (at least 4)in the neighborhood of Village Ct & Westwood Drive that are unlicensed and running loose. They stir up the dogs in the neighborhood who bark after Quiet Nights hours of 9pm and mostly bark at 11, 12, 1, 2, 3, 4, 5 a.m.
McDonald called BPD at 3:30 a.m. re barking dog & was told BPD does not respond to this type noise complaint and that he should confront owner of dog. McDonald felt that confronting owner at 3:30 a.m. would possibly create a dangerous situation and in addition, BPD should change policy to respond to this type noise situation same as if it was a loud stereo. (FYI - A.C. officers will contact McDonald re filing affadavit about noise nuisance.)
