There are many good applicants for other commissions who are denied because they are not claiming voter registration at alternate family member address in city limits.

It seems that many of the commissions are not allowed to have applicants or members that do not live in city limits. How is the ESD art commission headed/chaired by someone who does not live in city limits? If allowed, why is only this commission allowed to do so?
