Water pressure seems low and fluctuates in a pattern

Water coming up slowly from roadway. The road has been wet for a few days now just north of the railroad tracks crossing Curry Pike. Best I can tell when driving through it appears the water is coming from an area of the road under the yellow striped paint. I don’t see any large obvious manholes there but maybe one of those small ones is there? I just thought someone official should go investigate why the road has been consistently wet in that area.
Hydrant looks like it is leaking underground. Deep pool of water right next to it. On east side of Fess about two blocks south of 17th.
Cover to my main H2O shutoff at the street apparently was buried by dirt when they installed the fiber box on the SW corner of my lot. Today I was Unable to locate cover without metal detector to keep the vegetation clear of it. I have a plumbing project coming up that I’ll need to shut off the water at the street this summer. Thank you for your assistance with this matter.
I have no water at my house this morning.
There's a broken plate that covers the meters and now there's a large hole that poses a risk. I believe the garbage truck keeps breaking it.
This is a business account, Belle Tire, See attached video of leaking water meter. We had a plumber come out for frozen line, after defrosting and getting water moving again, this leak was discovered. Onsite contact is Nic Parton the store manager, phone number 812-822-3726. There appears to be a water leak directly in front of this residence. Seeps rather flows - but with cold weather it has created an ice patch on Rogers Street. This may have been going on for a bit of time as there is always some water there - but in warmer temps it flows downhill and is not as noticeable.
