Bamboo overgrowth

I have complained 50 times in the last ten years about my neighbor overgrown yard especially the bamboo which I have to cut back every month or risk it taking over my yard , and in those ten years only one time has the city done anything . The owner was issued a warning in August I believe but she still hasn’t cut down the bamboo or the extreme overgrowth on our property line wich hangs over onto my roof. The streets around the Cascades Addition neighborhood (Skyline Dr., Cascades Dr., Clover Terrace, Dogwood Ln.) are starting to crumble in many places. The whole neighborhood really needs repaving.
