New, ugly high 'popsicle' fence. Should that not be lower than 4 ft to be in compliance with the UDO?

I live across the street from this four way stop. At the STOP sign I have in the past (I admitted a UReport) and also and today seen a couple of cars that have not stopped at the sign. This is very concerning and the pin oak tree needs to be trimmed back. Thanks for reading.
Deep potholes/ erosion holes on north side of street. Dangerous for pedestrians, cyclists, and cars alike.
The storm drain in the parking lot has sunk nearly 12 inches below level street/ground. It’s not a pothole around this drain. It’s a sinkhole that whole car tires can be swallowed in. It’s so unacceptable that this has been allowed to stay this way for weeks. There will be a person who truly is hurt severely one night when their car flips from hitting this in darkness.
Potholes down this alleyway behind World Foods Market
The storm drain in the parking lot is so terrible that it has dropped close to 12 inches below the pavement. It’s not a pothole. It’s a crater! This can be allowed to stay this way.
The bump-out at 603 W. Allen St. has no yellow paint, and the sign has been knocked down.
There are two pot holes on Maple Grove Road in front of our property. One of them has doubled in size in a week. Thanks!
Trees and brush on side of the road are very overgrown and need to be trimmed ASAP.
